What is Martyn’s Law (Protect Duty)?

Martyn’s Law — formally the Terrorism (Protection of Premises) Act 2025 — became law on 3 April 2025. It requires organisations to assess terror risks and have proportionate plans in place.

Status: While the Act is law, duties are not yet in force. The government has confirmed a 24-month implementation period before legal obligations begin.

Who Will It Apply To?

  • Cinemas & Theatres
  • Places of Worship
  • Restaurants, Pubs & Nightclubs
  • Leisure Centres & Gyms

Frequently Asked Questions

Is Martyn’s Law already in force?

The Act became law on 3 April 2025. However, the legal duties have not yet commenced. A 24+ month implementation period is currently in place to allow businesses to prepare.

Will schools and churches be affected?

Yes. If they are publicly accessible and meet the capacity criteria defined in the Act, they will be required to meet the Standard or Enhanced duty once regulations commence.

Do I need physical barriers or security doors?

Not necessarily. Under the Standard Duty (smaller premises), physical alterations are not mandated by law unless deemed a proportionate and necessary response to your risk assessment.
