What is Martyn’s Law (Protect Duty)?
Martyn’s Law — formally the Terrorism (Protection of Premises) Act 2025 — became law on 3 April 2025. It aims to improve public safety at venues by requiring organisations to assess terror risks and have proportionate plans in place.
Important: While the Act is now law, the duties are not yet in force. The government has confirmed an implementation period of at least 24 months before legal obligations begin.

Premises open to the public with capacity thresholds set by the Act. Examples include:

- Supermarkets and shopping centres
- Schools, colleges and universities
- Cinemas and theatres
- Places of worship
- Restaurants, pubs and nightclubs

- Hospitals and healthcare venues

- Public offices and civic spaces

Duties are not being enforced yet, but venues are encouraged to act now by:
- Completing initial risk assessments
- Creating or updating incident response and lockdown plans

Is Martyn’s Law already in force?
The Act became law on 3 April 2025. However, the duties have not yet commenced. A 24+ month implementation period is in place.

Yes — if they are publicly accessible and meet the capacity criteria once commencement regulations apply.
Do I need to install physical barriers or security doors?
No. Under the Standard Duty (smaller premises), no physical alterations are required by law unless proportionate.
