Cross-cutting requirements & good practice Use in all relevant sectors
- Plan for three responses: Evacuation, Invacuation & Lockdown (NPSA) and ProtectUK guidance (dynamic lockdown; protected spaces).
- Assign a Responsible Person and check if you are in scope (capacity, use). See ProtectUK overview incl. duties, regulator & thresholds (Standard / Enhanced).
- Basic measures likely to be “reasonably practicable” at most standard-tier sites: ACT Awareness e-learning, SCaN awareness, simple written plan & site plan, staff briefings & drills, incident communications (PA/text), and “how to lock down” instructions. Education & Childcare
- Follow DfE’s non-statutory Protective security & preparedness for education settings: appoint a security lead, create a simple plan, train staff, practice drills, ensure comms & site access controls work during lockdown.
- Align with Cross-cutting and use NPSA’s lockdown model for age-appropriate drills & “silent” comms where needed.
- Ensure SEND/PRU adaptations (assistive comms, supervised refuge, staff ratios) are written into the plan and tested.
- Keep an emergency “grab pack”: site plan, key contacts, master keys/access cards, class registers, roll-call sheets.

Public Venues & Entertainment (theatres, cinemas, concert halls, museums, exhibitions)
- Carry out a proportionate security plan (Standard vs. Enhanced duties by capacity). Include crowd ingress/egress, ticket & bag policies, and rehearsed lockdown/hold-in-place procedures.
- Designate protected spaces (rooms that can be locked quickly, no large glazing, secondary egress) and test PA/visual comms.

Sports & Events (stadia, arenas, leisure centres, racecourses, festivals)
