Comprehensive Protection Plan: A Practical Template

This isn’t legal advice—it’s a clear, adaptable structure to help you build a plan that works on your site (Martyn's law or Terrorism (Protection of Premises) Act 2025). Use the sections you need, skip what you don’t, and keep it simple enough to follow under pressure.

Plan sections (adapt as needed)

  1. Venue details and layout (zones, access points, typical footfall)
  2. Risk assessment (internal/external threats, entry controls)
  3. Lockdown, invacuation, and evacuation procedures
  4. Communication methods (lockdown alarm, PA, radios, cascades)
  5. Roles and responsibilities (who triggers, who leads, who liaises)
  6. Training and drills (frequency, formats, records)
  7. Record-keeping and review (incident log, post-test fixes)
